Azdavay Osmanlılar zamanında Daday'a bağlı kadılık olarak görülmektedir. Daday 1868 yılında Kastamonu'ya bağlı ilçe haline geldiğinde Azdavay Daday İlçesine bağlı bir nahiye haline gelmiştir. Osmanlılardan günümüze ulaşan bir tarihi eser yoktur.1868 yılında Daday Kastamonu'ya bağlı bir ilçe durumuna getirildiğinde 20 evde 233 kişinin yaşadığı Azdavay'ında Daday'a bağlı bir bucak olduğunu görüyoruz. Aynı yönetim Cumhuriyetin kuruluşundan sonrada yürütülmüştür. 4869 sayılı yasa ile 01.14.1946 tarihinde ilçe olmuştur.Daha sonra Azdavay'a bağlı 26 köy bir kanunla Azdavay'dan ayrılmış ve 1988 yılında Pınarbaşı ilçe durumuna getirilmiştir.
